Note that at least one of your HQ's must be located in a city other than Las Venturas.

GOVERNMENT ORGANIZATIONS (AVAILABLE)

- Maximum of 15 employees.
- Maximum of 10 vehicles.
- Maximum of 3 vehicle types (excluding helicopter).
- Possibility of 2 helicopters not included in the 10 vehicle maximum.
- Maximum of one scripted object.

GANGS (AVAILABLE)

- Maximum of 12 members.
- Maximum of 8 vehicles.
- Maximum of 3 vehicle types (excluding helicopter).
- Maximum of 1 HQ (or 1 HQ plus 1 factory / warehouse).
- Possibility of 1 helicopter not included in the 8 vehicle maximum.
- Maximum of one scripted object.

PRIVATE SECTION BUSINESSES (AVAILABLE)

- Maximum of 10 employees.
- Maximum of 8 vehicles.
- Maximum of 3 vehicle types (excluding helicopter).
- Maximum of 1 helicopter not included in the 8 vehicle maximum.
- Maximum of one scripted object.
